It was Micky, our dog that accompanied me to school for years, it was Sambo, our black cat with green big eyes that licked my tears when I didn't get the full mark I wanted in school and it was Reem and Sukkar, the two gazelles that played with me hide-and-seek when I was a child. However, it was Sasha the small sized monkey that drove me and the whole neighborhood crazy. Why do I have a better rapport with animals than with human beings? Is it because we blah blah blah too much?

Keith Chang has extensive public and private sector experience with an illustrious track record. He has worked for over 30 years for the Canadian government, most of which in senior executive management positions with responsibilities in international affairs and other areas. Specifically, these include international trade and investment, science and technology cooperation, international aid and development, cultural trade, as well as Canada’s Aboriginal affairs. He has also more than 5 years of experience with the private sector in the area of telecommunications and information technology. Currently, he is an international business consultant and has served as a Special Envoy (China) for Canadian Commercial Corporation (CCC), a Canadian Government owned corporation.
The branches of the Canadian Government in which Keith has worked include: the Department of Canadian Heritage (Director General, Trade and Investment), Canadian International Development Agency (Director General, North Africa and Middle East), Department of Indian and Northern Affairs (Director General, Implementation of Land Claims and Self Government Agreement), Industry Canada (Deputy Director General, International Business Development), and Department of Communications (Director, Trade Policy). Keith has directed and managed various multidisciplinary teams with significant human and financial resources and successfully implemented major and complex programs, initiatives, and activities. In 2000, he was selected for the Canadian Government’s prestigious Accelerated Executive Development Program. After retiring from the Canadian government in 2009, Keith started KYC International Business Consulting.
Keith has also been active and played a leadership role in international organizations, including APEC and G8. He has served as Chairman of APEC’s Telecommunications Working Group, and Chairman of a committee of G8’s Global Information Society initiative. He has led or participated in Canadian delegations to numerous senior-level international meetings, including Senior Official and Ministerial Meetings. He has also served as Canadian co-chair of various bilateral and regional cooperative forums, including joint committees of NAFTA, and of Canada-EU bilateral cooperation and has successfully orchestrated a joint symposium between APEC, OECD and PECC (Pacific Economic Cooperation Council).
Keith has a long-standing history of promoting trade, investment and cooperation between Canada and China, and has led or participated in numerous missions and events to China. As Special Envoy (China) of CCC, he helped Canadian Government establish six new trade offices in Chengdu, Wuhan, Nanjing, Shenzhen, Qingdao and Shenyang, the opening of which was announced by Prime Minister Harper during his visit to China in December 2009.
Keith possesses a Ph.D. in Electrical Engineering from the University of British Columbia, Vancouver, Canada. He has authored and co-authored many technical and professional papers and has been a frequent speaker at international and national forums. He has received many awards and citations for his accomplishments.
Keith speaks fluently English, French and Mandarin Chinese.
