NEDA cancels 3 large bridge projects

The national government will take off undoable large infrastructure out of the list of flagship projects being eyed by the Duterte administration for implementation.

In a briefing, Socioeconomic Planning Secretary Ernesto M. Pernia said yesterday that an initial three large bridge projects included in the original 75 flagship list will be removed, and substituted by smaller-scale roads, bridges and irrigation projects.

“What we have done is to pick out certain projects that are impossible to meet given the technology, engineering, or maybe the technology is available somewhere but we don’t have to build on very deep waters and long bridges,” Pernia said.

Among the unfeasible infrastructure projects initially identified by Pernia for removal were the proposed Luzon-Samar, Leyte-Surigao, and Cebu-Bohol link bridges which would cost roughly ₱161.1 billion.

He explained these three projects alone were “very challenging and costly” to implement within the remaining term of President Duterte, which ends in June 2022.

“About three bridges, big projects, have been taken out and substituted with smaller projects, but then as I’ve said, game changing for the regions,” the NEDA chief said.

Pernia, meanwhile, said the government will include in the revised flagship projects those that are under the Public-Private Partnership scheme, like the Bulacan airport and the Ninoy Aquino International Airport rehabilitation.

Pernia said the government will release next week its revised infrastructure list consisting of 100 large and small scale infrastructure projects.

The new list will still include regional airports and projects in information and communications technology, water, power and urban renewal.

To date, only nine out of the current 75 flagship projects were undergoing construction, and only two projects had been finished.

But despite the slow implementation, Pernia expressed confidence that the Duterte administration could compete at least 50 of the new 100 flagship list.

Agas-Agas Bridge in Southern Leyte // The TALLEST Bridge in the Philippines

The Agas-Agas Bridge is a prestressed concrete beam bridge on the Pan-Philippine Highway. The ₱1.024-billion bridge was funded partially by the Japan International Cooperation Agency. With a length of about 350 meters (1,150 feet) and a height of 292 feet (89 meters) above ground,[2] the center span of the structure measures 177 meters (581 feet) in length supported by two piers measuring 241 foot (73 meters) and 246 foot (75 meters) from the ground.[3]

The mountainous Agas-Agas section of the Pan-Philippine Highway in Southern Leyte is prone to landslides during heavy rains, much more when a typhoon strikes the province. The bridge was constructed in 2006 to avoid the troublesome section and cut down the driving time for motorists.[4]

Seeing its high tourism potential the Department of Public Works and Highways (DPWH) submitted to President Gloria Arroyo the plan to turn the bridge into a haven for enthusiasts of bungee jumping, paramotor, downhill skateboarding, zip-line, rappelling and other extreme sports. On August 9, 2009, the president signed the construction of the bungee jumping platform along the bridge as well as other tourism amenities.

SEFTV: 5 New MASSIVE and LONGEST BRIDGES in PHILIPPINES

5 new Longest and Massive bridge projects will soon connect Philippines. This structures has been designed to be resistant to earthquakes and is located in different parts of the country.


Here are the longest bridges included in our countdown.
1. Panguil Bay Bridge is a 3.77 km bridge which will connect Tangub, Misamis Occidental and Tubod, Lanao del Norte. The bridge when completed will become the longest water-spanning bridge surpassing the San Juanico Bridge.


2. The Davao–Samal Bridge is a bridge that will cross Pakiputan Strait to connect Davao City and Samal. On January 14, 2021, the Philippine and Chinese governments signed a contract for the design and construction of the bridge which costs 19.32 billion pesos.


3. The Cebu–Cordova Link Expressway, also known as the Cebu–Cordova Bridge is a toll bridge expressway under-construction in Metro Cebu, Philippines which will link Cebu City and Cordova.


4. The Iloilo–Guimaras–Negros–Cebu Link Bridge is a planned network of bridges in the Visayas in the Philippines connecting the islands of Panay, Guimaras, Negros, and Cebu.


5. The Bataan–Cavite Interlink Bridge, also known as the Manila Bay Bridge is a proposed bridge which plans to connect the provinces of Bataan and Cavite.

DPWH Southern Leyte defends viral 'bridge with no river'

Have you ever seen a bridge over land? For some, seeing one is a surprise.

An average photo of a national road in Paku, Bontoc in Southern Leyte made rounds on Facebook on April 16. What made it different from other national roads is that some netizens pointed out it is a bridge with no river.

A report by Bicol Today, along with other netizens, suggested that the project is an evidence of graft and corruption as the bridge is built where there is no body of water to cross over.

Department of Public Works and Highways (DPWH) District Engineer of Southern Leyte Ma. Margarita Junia defended the project on her Facebook page:

Please be informed that bridges are not constructed for rivers only. Overpass is a bridge, but there is no river underneath.

The original Facebook post by Lito Quesada about the bridge has since been deleted.

Prone to liquefaction

Junia told Rappler in a phone interview that particular section of Bato-Bontoc road has been rebuilt over and over in the past decades.

It was first under construction around 1990s with Japan International Cooperation Agency (JICA). Ever since, that part of the road collapses, said the district engineer.

P717.6 Million Mega Bypass Road in Candon City // Flagship Project of President Duterte

President Rodrigo Roa Duterte inaugurated Thursday the P717.6 million Candon City Bypass Road project aimed at decongesting Candon City’s commercial center and propping up economic activity in the region.

In his speech, President Duterte said he is pleased to join the people of Candon City for Thursday’s inauguration, saying the project is an important component of the government’s comprehensive infrastructure development program.

“Let me acknowledge the efforts of the Department of Public Works and Highways for the successful completion of this 7-kilometer bypass road,” he said.

“I also thank the local government of Candon and the surrounding towns for their steadfast support for this project.”

The project emphasizes the importance of infrastructure interconnectivity in the overall development of the country, the President noted, adding this is the reason the government continues to heavily invest in the Build, Build, Build Program to enhance connectivity and improve people’s lives.

Project proponents envisioned the bypass road project to promote economic activity and enhance mobility in the urban and rural areas of Ilocos Sur and its neighboring provinces.

It will decongest traffic along the section of the Manila North Road that traverses Candon City, benefiting traders and motorists from Ilocos Norte and Abra.

With its completion, travel time will be reduced from 40 minutes to 20 minutes from Sta. Lucia, Ilocos Sur to Santiago, Ilocos Sur. It is expected to benefit 13,061 motorists every day.

Works for the bypass road started in 2015 by the DPWH including the construction of the 30-lineal meter four-lane Oaig Daya Bridge. The project was funded by DPWH’s budget including the payment for the right of way.

TACLOBAN CITY -- The Department of Public Works and Highways (DPWH) will soon start the construction of a viaduct of the PHP175-M San Ricardo-Liloan Circumferential Road project first phase.

Building the viaduct is the best option to preserve the natural rock formations in the southernmost tip of Leyte Island, said the DPWH.

“Instead of blasting the hard rock to clear an area to pave the way for road opening works, government engineers will build 450-meter viaduct snaking through the rock formation,” Junia told the Philippine News Agency (PNA).

The PHP175 million is just the first release of the estimated PHP540 million funding to build the structure. The government needs at least PHP1.2 million for each meter of the viaduct project.

The viaduct will rise within the boundary of Kinachawa and San Ramon villages in San Ricardo town.

A viaduct is a long elevated roadway usually consisting of a series of short spans supported on arches, piers, or columns. It is a long, high bridge that carries a road over a yawning gap of a natural structure, like a valley.

Also ongoing within the proposed alternative road is the PHP100 million concreting project in San Ricardo town, connecting a foreign-funded farm-to-market road in Liloan town.

The new circumferential road will reduce travel distance from Liloan port to another exit point to Mindanao in San Ricardo town from more than 40 kilometers to only 20 kilometers.

It will convert an existing provincial road into a primary highway, allowing motorists to reach San Ricardo from Liloan town without traversing the landslide-prone and accident-prone road sections in San Francisco and Pintuyan towns.

DPWH aims to build a safer alternative road to San Ricardo after noting that more buses and rolling cargoes use Benit port in San Ricardo town instead of nearby Liloan port, considering the former’s proximity to Surigao.

Within the existing Liloan-San Ricardo Road is the saddle road along the boundary of Son-ok and Manglit villages. The road leads to Benit port, one of the major exit points to Mindanao from Visayas. (PNA)

4. Davao City bypass Road
The proposed Davao City Bypass Construction Project which is located within Davao City has an approximate 44.6KM length, including the tunnel section, which will start from Davao-Digos section of the Pan Philippine Highway in Toril, Davao City and will terminate intersecting the Davao-Agusan National Highway in Panabo City.

5. Mindanao Railway Project
The Mindanao Railway, previously known as the Trans-Mindanao High Speed Railway, is a proposed inter-city rail system in Mindanao, the southernmost major island of the Philippines. Originally proposed in 1936 as part of Manuel L. Quezon's efforts to strengthen the presence of Commonwealth government in Mindanao against the rising influence of Imperial Japan before World War II, the line was shelved. Other proposals and studies were made in the 1950s, 1990s, and the 2000s, but never materialized.

6. Panguil Bay Bridge
The PHP7-billion Panguil Bay Bridge, which will connect Misamis Occidental and Lanao del Norte provinces, is visualized in this architect's perspective. The National Economic and Development Authority 10 (Northern Mindanao) on Friday (June 4, 2021) assured the project would be completed by 2023.

This MASSIVE Php337 Million BRIDGE is the LONGEST in SIARGAO, PHILIPPINES

Siargao is one of the country's top destinations for a vacation. Known as the 'Surfing capital of the Philippines', the group of islands has attracted many visitors despite not being the easiest to travel around in. The DPWH wants to fix that with the construction of a bridge connecting Catangnan and Cabitoonan villages in General Luna.

When completed, the bridge will measure 348 meters long and aims to significantly reduce travel time without going through the 18 kilometer Dapa-General Luna Road and Barangay roads of Sta. Cruz, Sta. Fe, and Libertad. With that, the DPWH says the bridge will be beneficial to locals, tourists and surfing enthusiasts going around the island looking for good surfing spots as waves change depending on season and weather condition.

Total cost of building the bridge is at Php 337 million, according to the government agency.

The bridge is funded under the convergence program of DPWH and the Department of Tourism (DOT) with the goal of boosting tourism in Siargao. The Catangnan-Cabitoonan Bridge bridge is part of a larger infrastructure program that sees the rehabilitation of a 2.22 kilometer road leading to Dapa Port, along with the construction of the 36-lineal meter Libertad Bridge.

The P1.2 Billion Cebu Mega Subway // The First of its kind in the Philippines

CEBU SUBWAY is the first of its kind subway in the Philippines. It is also called the South Road Properties Tunnel that connects the SRP viaduct where the road leading to SM Seaside City and thru south road, while SM City Cebu upon north. It passes directly underneath the Plaza Independencia, where one of its kind innovations for a swift pace access to among the city’s busiest central business district.

It stretches in a 0.97 kilometers long access from the SRP (South Road Properties) going underneath the historical sites of Plaza Independencia and Fort San Pedro.

The construction of the Cebu Subway (also known as 3B-2 project) started last June 28, 2006. It was in 2008 where the construction of the Cebu Subway turned rapidly due to the 1.2 billion flushed budget from the government, which was acquired through a loan from the JBIC (Japan Bank for International Cooperation).
