Solving BCBS-185 with Machine Learning
The Basel directive, BCBS-185, outlines sound practices for back-testing counterparty risk models to ensure they are effective. Here, Peter Zeitsch, Solution Architecht at Calypso Technology, argued that it essentially reduces to one tricky requirement: capturing the ‘black-swans’ or jumps. Taking fixed income as an example, Peter showed that Machine Learning can, not only identify the jumps, but recognize clustering within those jumps that correspond to actual events in the market, leading to new insights into how to build risk models that incorporate the features of the Machine Learning. It also calls into question some of the most basic assumptions in finance theory, which we will also explore.

Air Force marks 100 years of Air Refueling with nationwide flyovers, Sioux City plans flyovers in Iowa, South Dakota and North Dakota

B-roll video shows KC-135 activities on the flight line in Sioux City, Iowa. Video includes an interview with Iowa Air National Guard KC-135 pilot Capt. Braden Christensen on “Operation Centennial Contact planed for Tuesday June 27, 2023.
During the Nation wide event air refueling units of the U.S. Air Force Air Mobility Command plan to perform flyover events involving over 150 aircraft to commemorate 100 years of air refueling.
The event being planned will have Air Refueling units performing flyovers at major landmarks, population centers and state capitols in all 50 states.
Airmen from the Iowa Air National Guard’s 185th Air Refueling Wing are planning flyovers in Iowa, South Dakota and North Dakota. Media and the public are invited and encouraged to photograph the flyovers at the times and places listed in their states.
According to the National Museum of the Air Force the first successful air refueling took place on June 27, 1923. In one day, KC-46, KC-10 and KC-135 aircraft from the U.S. Air Force, Air Force Reserve and Air National Guard are planning to commemorate the event by performing flyovers at venues in every state.
A KC-135 Stratotanker from the Iowa Air National Guard’s 185th Air Refueling Wing along with three F-16s from South Dakota’s 114th Fighter Wing are planning to participate in the event by performing a number of flyovers in the Missouri River valley region.
In Iowa, look for flyovers in Sioux City at 9:50 AM, West Lake Okoboji 12:35 PM and Jack Trice Stadium in Ames 12:55 PM.
In South Dakota a flyover is planned at the state capitol in Pierre at 10:25AM, the Badlands 9:40AM, Mount Rushmore 9:50 AM and Sioux Falls 12:20 PM.
In North Dakota the Air National Guard aircraft plan to fly over Theodore Roosevelt National Park at 10:20 AM and the state capitol in Bismarck 11:40 AM.
Sioux City’s “Operation Centennial Contact” flight can be tracked on Look for callsign TANKR85.

In recent years, Internet governance has come to face a paradox that some argue threatens the free, open and global nature of the Internet: this paradox lies in the tension between States' sovereign right to legislate the Internet on the one hand and the existence in many countries of criminal law that, when applied strictly, may run counter to freedom and openness on the other. While the presence of this tension in authoritarian countries has been acknowledged for long, it is increasingly clear that such situations are prevalent in democratic societies across the world as well. Yet despite its growing spread and importance, so far the latter phenomenon has not received much systematic attention. At the core of this complacence is our continued assumption that protections of and restrictions on freedom of expression are more or less similar in democratic countries across the world. But as the growing prevalence of the paradox we identified indicates, the differences are bigger than we often acknowledge: since they have different histories, cultures and social and political sensitivities, democracies, too, give evidence of considerable variation in the regimes of censorship and free speech that they have developed and that often enjoy considerable social acceptance by citizens. In the face of such variation, how to maintain the free, open and global Internet? In this workshop, we thus aim to shed greater light on this paradox and the challenges it brings for a free, open and global Internet specifically in the democratic world. More particularly, we will investigate: 1) Why does the Internet pose a challenge to the application of criminal law in different countries and what histories, sensitivities, circumstances give rise to this situation? 2) What pressures and challenges does such a situation create for Internet users and for intermediaries in these countries? When and how can such a situation become a threat to a free, open and global Internet more broadly? 3) What is the way forward? What role can Internet users and intermediaries play? Can global Internet governance frameworks/principles perhaps help to resolve the tension? Or if differences in regimes of freedom of expression and censorship are to be maintained, can this tension not be resolved at all?
