The tiny island of Montserrat was devastated by a volcano in the late 1990's. Over two thirds of its landmass was turned into a scorched mooscape. But in spite of this, several thousand people decided to continue living here, to keep their culture alive.

Montserrat Volcano 1997

A visit by EU officials to assess how the European Union would respond to the emergency caused by successive volcanic eruptions. The mission was accompanied by the Governor Frank Savage. Highlights of the visit were a tour of Plymouth covered in volcanic ash and a helicopter ride to the top of the mountain. The EU contributed to housing for those displaced, and considered alternative sites for an airport.

Following the destruction of Plymouth, more than half of the population left the island because of the economic disruption and lack of housing. After a period of regular eruptive events during the late 1990s, including one on June 25, 1997 in which nineteen people died when they were overtaken by a pyroclastic flow, subsequently for a number of years the volcano's activity consisted mostly of infrequent ventings of ash into the uninhabited areas in the south. The ash falls occasionally extended into the northern and western parts of the island.

Montserrat 1995

An EC mission to monitor EC financed housing for people displaced by volcanic activity in Montserrat. We travelled by helicopter from Antigua. The team included Hans Okorn, EC Resident Adviser in Antigua, and Franco Affinito, economic adviser in the EC Delegation Office in Barbados. We reviewed with officials possible sites for a new airfield.
