Arrival Process & Fines | Requirements & What to Expect starting April 28, 2021 | Travel Puerto Rico

Updated Passenger Arrival Process for Puerto Rico starting April 28, 2021 until May 24, 2021

Travelers entering must:
• Complete the Travel Declaration Form
• Bring negative PCR molecular COVID-19 test (nasal or throat swab) no more than 72 hours prior to arrival
o Rapid tests are not accepted
o There is a 48 hour window to upload negative results, or $300 fine per person.
o Get tested upon arrival and upload within 48 hours or $300 per person.

Traveler do not need a referral and will be given priority for testing.

All passengers over 2 years old, must have the negative test.

Travel Declaration Form and more details at Puerto Rico Travel Safe site --

Puerto Rico requires negative PCR test result from all travelers entering the Island, regardless of vaccination status.

Travelers automatically receive the Airport Exit Confirmation number (QR Code) after completing the Travel Declaration form and uploading their PCR molecular test results.

Puerto Rico is excluded from the CDC requirement to provide a negative COVID-19 test result to return to the mainland United States. Quarantine mandates, recommendations, and entry requirements may vary by state or airline.
Alaska, Hawaii, California, District of Columbia, Kansas, Kentucky, Maine, New Jersey, New York, New Mexico, Oregon, Vermont and Rhode Island have various restrictions or requirements.

CDC does not require tests from fully vaccinated travelers, Puerto Rico does require negative PCR test result from all travelers entering the Island, regardless of vaccination status.

The Puerto Rico National Guard is assisting with enhanced health screenings at the airports, most are bilingual speakers and are able to assist with questions an the Travel Declaration form.

All arriving travelers are pre-screened via thermographic cameras to monitor temperatures, and enhanced protocols will take place at baggage claim before exiting the airport.

Face masks are mandatory at all airports.

SJU offers PCR molecular COVID-19 tests on-site for incoming and outgoing passengers, $110 USD, testing will be available at Ponce and Aguadilla airports, soon. SJU arriving passengers can take a $110 PCR test at terminals A & C (7 days/week; 6 a.m.-12 a.m.). Aerostar is committing to have results ready in 24-48 hours. Passengers need to quarantine until the negative results are ready.

If a symptomatic traveler (any person displaying COVID-19 related symptoms) arrives on the Island, the Puerto Rico National Guard will conduct a rapid COVID-19 test at the airport (finger prick blood test). Even if the test result is negative, it will be mandatory for the traveler to quarantine and cover their own medical expenses/possible extended stay as rapid COVID-19 tests can sometimes yield false results. The quarantine is mandated until the traveler digitally uploads proof of a PCR negative molecular COVID-19 test result taken on-Island to the Puerto Rico Health Department’s online portal.

Taxis are accessible from 5:00 AM - 10:00 PM, except for airport service. Passengers arriving after curfew can get a taxi at airport and go directly to hotel or accommodations.

Access to Old San Juan from 10:00 PM - 5:00 AM will be limited to residents and tourists staying in the area. Bring proof of hotel reservation, or you may be denied entry after 10 pm curfew.

Ferries to Vieques and Culebra are operating. A negative PCR molecular test from 72 hours prior to arrival may be required for the Vieques ferry.

7 Things to know before going to Puerto Rico

Puerto Rico is a Caribbean island and unincorporated U.S. territory with a landscape of mountains, waterfalls, and the El Yunque tropical rainforest. In San Juan, the capital and largest city, the Isla Verde area is known for its hotel strip, beach bars, and casinos. Its Old San Juan neighborhood features colorful Spanish colonial buildings and El Morro and La Fortaleza, massive, centuries-old fortresses.

All of this is great, but what you don't know can lead to a horrible trip!!



Changes to April 2021's Executive Order 2021-027 will enter into force on Saturday, April 17, 2021, and will be in force until May 9, 2021.

Curfew 10 p.m. - 5 a.m and commercial establishments and restaurants close at 9:00 p.m.

Exclusions for health situations, including those administering vaccines, receiving vaccinations.

There is a greater restriction on occupation in trade and restaurants. Private operations that serve the public in establishments closed mode can only operate with a maximum capacity of 30%.

30 % capacity applies to restaurants, sales businesses, medical offices, funeral services, recreational, sporting, equestrian, cinematic, financial, community, consumer, professional, non-professional, university and post-secondary, care centers, religious, government agencies, among others.

In the case of restaurants, the minimum distance must be ensured required six feet between tables. While shopping malls in format limit their capacity at the rate of one person per 75 square feet in the hallways. When it comes to private operations such as offices non-public care, will also have to operate at 30 percent of guaranteeing the minimum physical attachment of six feet between
employees.

Government agencies are still providing their services to citizens, but remote work will continue to be considered a viable option, according to determine each agency manager.

Boats are prohibited from “tie-ups”, as well as anchoring less than 200 feet from the shore.

Pierluisi urged any private establishment to register with the Municipal Health Case Investigation and Contact Tracking (SMRIC) for accurate data on case tracking. Every establishment must comply with the protocols of the CDC and the more restrictive local measures.

???? Casinos & movie theaters are permitted to be open at 30% occupancy.

⛴️ Tourists are permitted on the passenger ferry to Culebra and Vieques. Vieques may require a negative COVID test for the ferry


Ponce (PSE) and Aguadilla (BQN) airports are opened in April 2021.

???? Masks covering mouth & nose, as well as 6 feet social distancing, are required in public

????️ Beaches, pools & bodies of water (rivers, lakes, etc) are open. Only small groups of people from the same family permitted on beaches, etc. Social distance of 10 feet required between groups on beaches, etc. Consumption of alcohol is prohibited on beaches.

???? Stores, businesses & banks may be open until 9pm at 30% capacity

⛵ Use of motorized watercraft is permitted. Marinas are permitted to be open. Individual watercraft - kayaks, stand-up paddleboard (SUP), and jet skis - are permitted

???? Bars & clubs remain closed

???? AMA buses & Tren Urbano will operate with COVID restrictions

El Yunque National Forest is open with reservations for entry. Details at
Recreation and Hiking at Angelito Trail are allowed without a reservation, as it is outside the reservation area of the Rainforest.

All travelers arriving in Puerto Rico are required to submit a travel declaration with contact tracing info, and either negative COVID-19 molecular-based (PCR) test result no older than 72 hours or take a molecular test in PR and quarantine until negative result. The travel declaration form has a checkbox for Vaccine, but currently a negative PCR molecular COVID negative test is required for all passengers to the island.

Arriving passengers can take a $110 PCR test at Puerto Rico's main airport at terminals A & C (7 days/week; 6 a.m.-12 a.m.). Aerostar is committing to having results ready in 24-48 hours. Passengers need to quarantine until the negative results are ready.

Vaccinations are open to residents 16 or older, starting April 12.

Heading to Europe & Not Sure What to Pack? Here are a few things that my fellow US travelers may want to avoid packing if they are traveling to Europe.
1. Baseball Caps: Europeans in general do not wear baseball caps, especially backwards. You would be better served to wear a more traditional hat. You will see an occasional NY Yankee hat, but why not buy the fancy hat you always wanted instead?
2. Athletic Wear: Europeans tend to wear athletic wear to do sports, not to wear around town. There is a trend of more athleisurewear in Europe, but it is not to the extent that there is in US.
3. Khakis: the omnipresent US male pant choice is not something you will see too often in Europe. Go for colored pants or jeans. If you want khaki like pants wear Chinos instead of Dockers. The pants you will see are a thinner cut or skinnier fit than in the US.
4. Oversized US University Sweatshirts.
5. Sport Shoes or High Heals: US sport shoes and white socks are not quite as popular in Europe as they are in the US. You may be better off with Urban Street shoes like Vans instead. Also, women should be careful with high heels as with all the cobblestone it is easy to hurt your ankles.

Puerto Rico Travel Updates and Restrictions April 12 - 17, 2021 Travel Puerto Rico

Puerto Rico Travel Updates Revised order goes into effect Monday, April 12, 2021 through April 17 9, 2021

* Announced, April 9 - these restrictions will start immediately.
** Originally planned through May 9, 2021 on April 15 an update was released to go into effect April 17 through May 9, 2021

Curfew is now 2 hours earlier 10 pm - 5am. Businesses must close by 9pm

Statement from Governor on April 7, 2021: “All activities or events in which crowds of people are engaged are prohibited unless there is a waiver; the requirement of the molecular PCR [polymerase chain reaction] test is maintained for any traveler who enters Puerto Rico; and the Health Department oversight resources will be increased to corroborate the compliance of traveler quarantines and all provisions of the order.”

Restaurants may open until 9pm at 50% capacity, up from 30% and continue to space tables 6 feet or more apart.

Casinos & movie theaters are permitted to be open at 50% occupancy.

Tourists are permitted on the passenger ferry to Culebra and Vieques. Vieques may require a negative COVID test for the ferry starting March 15 and the Mayor may impose extra regulations.

El Yunque National Forest is open with reservations for entry. Details at
Recreation and Hiking at Angelito Trail is allowed without a reservation, as it is outside the reservation area of the Rainforest.

All travelers arriving in Puerto Rico are required to submit a travel declaration with contact tracing info, and either negative COVID-19 molecular-based (PCR) test, take a molecular test in PR and quarantine until negative result, or quarantine for 14 days. More details at Puerto Rico Travel Safe site --

The travel declaration form has a checkbox for Vaccine, but currently a negative PCR molecular COVID negative test is required or quarantine. Even if you are vaccinated you can still be a carrier and get others sick.

Arriving passengers can take a $110 PCR test at Puerto Rico's main airport in San Juan (SJU) at terminals A & C (7 days/week; 6 a.m.-12 a.m.). Aerostar is committing to have results ready in 24-48 hours. Passengers need to quarantine until the negative results are ready.

Vaccinations are open to residents 16 or older, starting April 12.

After 30 days of super lockdown and during the Holiday Season Puerto Rico's Governor has issued the new executive order that will be in effect January 8th, 2021 until February 7th, 2021. Thankfully, the lockdown has been reduced and we have some more freedom and flexibility.
