Costa Rica Covid Update - When will the economy reopen ?

Costa Rica has been in lockdown since March 18th and the impact on the economy has been devastating. When will the economy reopen ? In this video I go over the planned schedule to reopen the economy and the actions taken by the Costa Rican government to mitigate the financial consecuences of Covid on the economy.

Here is the reopening plan:

Phase I from May 16 -31

SPECIFIED NATIONAL PARKS will reopen at 50% capacity with previous purchase of tickets online.

BEACHES will be open Monday-Friday but only from 5:00 a.m. to 8:00 a.m.

RECREATIONAL SPORTS with no direct physical contact and high-performance contact sports without spectators will be allowed.

Food pickup at delivery window will now be available on weekends.

SMALL HOTELS with 20 rooms or less can open to 50% capacity.

Recreational physical activities are allowed

Phase II from June 1 -20

MORE NATIONAL PARKS will open at 50% capacity

RESTAURANTS can open with 50% capacity

MUSEUMS open for those with pre-purchases tickets and at 50% capacity

ALL HOTELS at 50% capacity.

Phase III June 21 – July 12

Stores can reopen at 50% capacity

Movies and Theaters can reopen at 50% capacity

Churches and places of worship can open up to a maximum of 100 persons and with social distancing in place6

Phase IV July 13- August 2

Classes will resume for grades 1-6

The BEACHES reopen

Contact and high performance sports events reopen with 20% capacity for spectators

What is the plan to reactivate the Economy ?

1. Announce the economic reopening schedule outlined above

2. Decree to the banks to make available low interest loans for working capital to the business sector.

3. Investment of 3.1 billion Colones in infrastructure construction

4. Support to the productive sectior of the economy.

i Improve technical training,

ii. allow flexible work schedules previously prohibited by the labor law

iii. reduce electric rates for commercial activities

iv. Improve 104 regulatory guidelines

v. Eliminate or consolidate the permitting requirements of 25 government institutions

5. Attract Investments to Costa Rica

i. Program to assist small business enterprises (PYMES)

ii. Create a digital services economy for PYMES

iii. Attract expats and Baby Boomers for retirement in Costa Rica

iv. Attract a Wellness and life sciences hub for Costa Rica

v. Approve the cultivation of Hemp and Medicinal Cannabis

6. Modernize Agricultura Practices with agro innovation and precision agriculture

In the beginning the Coronavirus (Covid-19) was in the unknown. Highly contagious and people were dying. Governments needed to act fast- Closed borders, restricted travel, quarantine as well as other regulations varying from country to country in order to halt or at least slow the spread of the Coronavirus (Covid 19). Some countries were more successful than others. My country, Costa Rica has done a very good job thus far and deserve 2 thumbs up. Now that we know more about the Coronavirus and its consequences, is it time to speed up the process of opening the world up for business? Coronavirus Lockdown in Costa Rica - What to expect

Costa Rica had its first Coronavirus (Covid-19) case on March 7, and the government declared a National Emergency on March 16, and all borders were closed on March 18. The country is currently under a mandatory lockdown through April 30. In this video, I go over the lockdown procedures and the laws and regulations which the Costa Rica government has passed to address the health, social, and economic impact of Coronavirus in Costa Rica. I am including the link to the official orders issued by the Costa Rican government related to the emergency orders.

Countries You Can Travel To Right Now - No Restrictions, Testing Or Quarantine (Updated Version)

Here is a list of countries you can travel to right now with no restrictions, testing or quarantine. These countries have opened up for international travelers where no prior testing is required or quarantine is in place. These countries have lifted all Covid-related travel restrictions, however the same visa regulations still apply. If you choose to travel during these times, make sure to have a valid travel insurance. It´s important to do your own research as things are changing all the time and the countries listed in this video might have changes their regulations when you are watching this video. Costa Rica ALL BORDERS CLOSED March 18 to Non-Residents and Tourists Coronavirus Pandemic

Costa Rica has CLOSED it's borders (starting March 18th) to non-residents (read that as 'tourists') due to the coronavirus, Covid 19 pandemic. Travel Costa Rica NOW thinks this is a good thing. So now you have no choice whether to cancel your vacation or not and really, it is the BEST thing. Better safe than sorry. Hopefully Costa Rica has learned from the mis-steps of China, Iran, Italy and the United States and will be able to be out front of the spread of coronavirus as much as possible. We are crossing our fingers here.



Anyway, lets all take a few breaths, relax, look after ourselves and our loved ones and of course your fellow humans and ride this thing out. We will be okay.



I can't think of any better celebration after all this is over than planning a trip of a lifetime to Costa Rica. When you are ready, go to and fill out a 4 minute form and your will be that much closer to a vacation of a lifetime.

Costa Rica opens travel from the United States – How will it impact the tourism industry ?

The Costa Rican government announced that Residents and citizens who enter as tourists from any U.S. state will be able to enter Costa Rica starting November 1, 2020. According to the Minister of Tourism this measure will help the country's economic recovery and job creation.

In the interim, residents of the States of Florida, Georgia and Texas will be able to enter starting on October 15, 2020.

According to data from the Ministry of National Planning and Economic Policy (MIDEPLAN) , allowing the entry of US citizens could generate US $ 1,5 billion in foreign currency, or 2.5 points of Gross Domestic Product (GDP).

Costa Rica Border Reopening to All U.S. States as of November!

The Costa Rica government has surprised many by announcing that, as of November 1, residents of *ALL 50* U.S. states will be allowed to visit the country. They also added Florida and Texas to the list of states allowed in as of October 15.

The country will still require travel insurance that covers COVID-19 related health emergencies for the first 14 days of your stay, plus a negative PCR coronavirus test done within 72 hours of boarding your flight.

The government here has not seen new COVID cases associated with foreign tourists, which supported their decision to open to the U.S.

Costa Rica Border Reopening Update - Some U.S. Citizens Allowed in as of Sept 1!

Everyone has been asking, when will the Costa Rica border open to U.S. citizens? Today, the national government announced that residents of six U.S. states - New York, New Jersey, New Hampshire, Maine, Vermont and Connecticut - will be able to visit Costa Rica as of September 1, 2020.

At first, only four flights will be departing the New York area - per week - so this will represent only a small number of people who can come. Visitors will need to produce a driver's license from one of those six states to prove their residency. They will also need to provide a negative COVID-19 test that was done within 48 hours of boarding their flight, as well as travel insurance to cover health emergencies.

Obviously, this leaves residents of 44 states in the dust for the moment. To me, the progress is an encouraging sign that the government will continue to take incremental steps towards the Costa Rica border reopening fully. They have been clear from the start of their reopening effort that they would take baby steps in doing so and this is a very positive one for U.S. citizens who hope to get down here.

La Fortuna San Carlos Alajuela Costa Rica has finally been hit with the coronavirus. Our little tourist town of about 7,000 people, La Fortuna, has its first cases of Covid-19.
Costa Rica has dealt with the coronavirus pandemic as well as any country but still, some bad news as it pertains to taking a vacation in Costa Rica anytime soon. There's a few things that need to be considered if you're thinking about vacationing in Costa Rica sooner rather than later. But what if you're thinking about actually moving to Costa Rica and making a life here. Is this a good time to travel to Costa Rica for that? What is the earliest you should consider thinking about taking a vacation in Costa Rica? Find out those and more in this video- 'Costa Rica Coronavirus Update June 1st BAD NEWS'.

Vacationing in Costa Rica and living in Costa Rica are entirely two different things. That is also holding true during this coronavirus pandemic. If you have been thinking of re-locating, moving and living in Costa Rica before the coronavirus became a thing, then this is still a perfect time to make your final move to Costa Rica. Supposedly the borders will open July 1st, that may or may not hold up. But for those of you thinking about making the move, it doesn't matter, just come as soon as you can get an airline ticket and the borders here in Costa Rica do in fact open. You're good. You will be the few who have the pick of rental properties on the cheap anywhere in Costa Rica, ditto buying property. In these economic times, it can be a win/win for both buyer and seller. But it definitely will be a buyers/renters market for many months yet to come. But as they say, the early bird gets the worm.


Vacationing in Costa Rica is entirely different. You need to wait before rushing down here on vacation. Give it some time. Borders open, airlines back to flying, hotels back to staffed, and the tours you want to do are up and running. It's not worth rushing down here into the unknown of the near future post pandemic. Middle of November on should be good but keep in mind, December, January, February, March are the high season here in Costa Rica so don't wait until the last minute. The Immigration Department issued this evening, Monday, March 16, 2020, Resolution N° DJUR-043-03-2019-JM, which, in summary, states:

The Immigration Department WILL NOT receive Residency applications going forward and until May 17, 2020. This includes all categories. Basically, Residency applications are suspended until May 17, 2020.
Consequently, documents which will expire within this period will be deemed valid (meaning their validity will be automatically extended) until July 17, 2020.
Exigencies will not be raised by the Department until July 17, 2020.
The Immigration Department will continue analyzing applications during this time. Hopefully it will give them time to catch up on delayed work.
Approvals and rejections will continue to be issued and notified solely via fax or email only.
The exclusive attorney window used by many professionals to follow up on applications will remain closed until May 17, 2020.
DIMEX requests: Will work solely through Banco de Costa Rica and Correos de Costa Rica by APPOINTMENT ONLY. Residencies based on marriage to a Costa Rican national can and will only be renewed at Immigration. Therefore, these will be suspended and may be processed between May 17 and July 17, 2020. If any of the other categories cannot be renewed through Banco de Costa Rica or Correos de Costa Rica, applicants will have until July 17, 2020, to process their renewals.
Entry visas for Restricted Nationalities are suspended until May 17, 2020.
Tourists (non-Residents) who entered the country after December 17, 2019, may legally remain in Costa Rica until May 17, 2020.
Minor’s exit permit requests and issuance of Costa Rican passports will continue to work, as normal.

No word on three major questions:

What will happen to people who entered the country prior to December 17, 2019, who, as of now, do not have legal status in Costa Rica. It is to be expected that if they depart between now and April 21, 2020, nothing will occur. From April 21, 2020, onwards, they will be subjected to fines and penalties, as discussed here.
What will happen to foreign nationals who have received the approval of their Residency but are yet to secure a DIMEX cards? Are they free to enter the country as part of the Resident population? It is to be expected that people with approved Residencies should be allowed back into Costa Rica, however, Immigration Officers at the ports of entry may not be familiar with Residency approval resolutions and delays are to be expected when entering the country.
Transportation Authorities (MOPT and COSEVI) are yet to confirm if they will recognize the “legal status” of those tourists who will be deemed legal until May 17, 2020. As many Expats know, you should be allowed to drive in the country using a foreign driver’s license as long as your entry stamp is valid. Therefore, at this time it is unknown if the legal status Immigration is granting to tourists until May 17 will also be recognized by Transportation Authorities.

Applicants can continue to procure and apostille/legalize their documents in the mean time. Whilst other countries may issue their own measures and delays could be suffered, it could be a good time to gather documents. If you are in Costa Rica, Outlier Legal Services may assist with the procurement and apostille/legalization of certain documents from Costa Rica, so as to be ready by May 17, 2020 with most requirements, when and if possible

Jehovah's Witnessess in Costa Rica

Anyway, Jehovah's Witnesses are in my town, La Fortuna and the door to door shit gets old. Just my take on their religion in general as it pertains to Costa Rica. This is not gospel.
