Preslav was the capital of the First Bulgarian Empire from 893 to 972 and one of the most important cities in medieval Southeastern Europe. The ruins of the city are situated in modern northeastern Bulgaria, some 20 kilometres southwest of the regional capital of Shumen, and are currently a national archaeological reserve.

The city arose during the reign of Boris I (852 – 889), as a military camp with a fortified palace and garrison, located 30 km from the capital of the First Bulgarian State - Pliska. In 893, after the Preslav Church-People's Council convened by Boris I, the city was declared the capital of Bulgaria, becoming the seat of the first Bulgarian literary school. Simeon I (893-927) ascended the throne.
