Es el octavo país más extenso de África y limita al norte con Argelia, al este con Níger, al oeste con Mauritania y Senegal, y al sur con Costa de Marfil, Guinea y con Burkina Faso. Su tamaño es de 1 240 192 km²3​ y su población estimada es de alrededor de 20 millones de habitantes (2021).​ Su capital y ciudad más poblada es Bamako.

Constituida por ocho regiones, Malí tiene sus fronteras al norte en el medio del desierto del Sáhara, mientras que la región meridional, donde vive la mayor parte de sus habitantes, está cercana a los ríos de Níger y Senegal. La estructura económica del país se centra en la agricultura y la pesca. Pese a que algunos de sus recursos naturales son el oro, el uranio y la sal.

El gobierno maliense creó una dirección nacional de las colectividades territoriales en el seno del Ministerio de la Administración Territorial y de la Colectividades Locales (MATCL). Esta institución está encargada del seguimiento y puesta en marcha de la descentralización y el refuerzo de las capacidades colectivas territoriales, así como de los dispositivos de apoyo técnico y de apoyo financiero.

En 2005, en el cuadro de la política nacional, fue adoptado un documento de descentralización previsto para los años 2005-2014. Consta de cuatro ejes principales: el desarrollo de las capacidades colectivas humanas, de la desconcentración de los servicios del Estado, de la ciudadanía y de las prestaciones privadas de servicios en el ámbito local. Ese mismo año fue creada la octava institución de la República de Malí, el Alto Consejo de las Colectividades Territoriales, que asegura la representación nacional de las colectividades territoriales. Su finalidad es responder a las cuestiones que conciernen al desarrollo local y regional, a la protección del medio ambiente y a la mejora de la calidad de vida

The sovereign state of Mali consists of eight regions and its borders on the north reach deep into the middle of the Sahara Desert. The country's southern part is in the Sudanian savanna, where the majority of inhabitants live, and both the Niger and Senegal rivers pass through. The country's economy centres on agriculture and mining. One of Mali's most prominent natural resources is gold, and the country is the third largest producer of gold on the African continent. It also exports salt.

Present-day Mali was once part of three West African empires that controlled trans-Saharan trade: the Ghana Empire (for which Ghana is named), the Mali Empire (for which Mali is named), and the Songhai Empire. At its peak in 1300, the Mali Empire covered an area about twice the size of modern-day France and stretched to the west coast of Africa.[ In the late 19th century, during the Scramble for Africa, France seized control of Mali, making it a part of French Sudan. French Sudan (then known as the Sudanese Republic) joined with Senegal in 1959, achieving independence in 1960 as the Mali Federation.

Mali lies in the torrid zone and is among the hottest countries in the world. The thermal equator, which matches the hottest spots year-round on the planet based on the mean daily annual temperature, crosses the country. Most of Mali receives negligible rainfall and droughts are very frequent. Late April to early October is the rainy season in the southernmost area. During this time, flooding of the Niger River is common, creating the Inner Niger Delta. The vast northern desert part of Mali has a hot desert climate (Köppen climate classification BWh) with long, extremely hot summers and scarce rainfall which decreases northwards. The central area has a hot semi-arid climate (Köppen climate classification BSh) with very high temperatures year-round, a long, intense dry season and a brief, irregular rainy season. The southern areas have a tropical wet and dry climate. (Köppen climate classification Aw) In review, Mali's climate is tropical, with March to May being the hot, dry season. June to October is rainy, humid and mild. November to February is the cool, dry season.

Mali has considerable natural resources, with gold, uranium, phosphates, kaolinite, salt and limestone being most widely exploited. Mali is estimated to have in excess of 17,400 tonnes of uranium (measured + indicated + inferred). In 2012, a further uranium mineralized north zone was identified.[80] Mali faces numerous environmental challenges, including desertification, deforestation, soil erosion, and inadequate supplies of potable water.

Five terrestrial ecoregions lie within Mali's borders: Sahelian Acacia savanna, West Sudanian savanna, Inner Niger Delta flooded savanna, South Saharan steppe and woodlands, and West Saharan montane xeric woodlands.[81] The country had a 2019 Forest Landscape Integrity Index mean score of 7.16/10, ranking it 51st globally out of 172 countries.[82]

Since 2016, Mali has been divided into ten regions and the District of Bamako.[83] Each region has a governor.[84] The implementation of the two newest regions, Taoudénit (formerly part of Tombouctou Region) and Ménaka (formerly Ménaka Cercle in Gao Region), has been ongoing since January 2016;[85][86] a governor and transitional council has been appointed for both regions.[87] The ten regions in turn are subdivided into 56 cercles and 703 communes.[88]

Viaje a Tombuctú: 5. Por el Níger hasta Tombuctú (Malí)

El delta interior del Níger es una enorme llanura aluvial que se extiende desde Ségou hasta Kabara, el puerto de Tombuctú: en total, unos 700km. Los brazos, distributarios y meandros del río tejen una red de vida en medio de un océano de arena.

De octubre a diciembre la llanura sumergida por la crecida del Níger se convierte en un verdadero mar interior. La conexión entre los pueblos grandes (de personas y mercancías) se realiza mediante los barcos de la ‘Compagnie Malienne de Navigation’ (Comanav). Estos barcos navegan desde finales de julio hasta enero, cuando el nivel de las aguas es suficientemente elevado, pues las crecidas son desiguales de un año para otro. El viaje que se muestra en el video fue hecho entre finales de noviembre y principios de diciembre de 2006 en un barco de esa compañía, el ‘Tombouctou’.

En el pasado, el área inundada por el Níger era mucho más extensa que hoy. En años con altas precipitaciones, el agua de la inundación llegaba incluso hasta las afueras de la propia Tombuctú. Hoy, Kabara, el puerto de Tombuctú, se encuentra a unos 10km al sur de la ciudad y está conectado a un brazo del río Níger por un canal de 3 km de largo.

Grabé estas imágenes con ocasión de dos viajes, uno en 2006 y otro en 2007. Por suerte, antes de que europeos, norteamericanos y cataríes destrozaran Libia (2011), con lo que se incrementó gravemente el caos y la inseguridad en la región del Sahel —lo que aún continúa.
Por si fuera poco, el calentamiento global ha hecho más escasos los pastos y las tierras fértiles, avivando los enfrentamientos entre pastores fulani y cultivadores dogón.
Actualmente (2020) se desaconseja viajar a esta región, ya que la inseguridad es alta.
