Our journey in the footsteps of Special Operations Executive officer Andy Hands continues. In late 1943 Hands made his way north from the Mokra region to Dibër. He did it over a few weeks, we had just a day. We decided it would be fitting for Nigel and Libby, Andy Hands' son and daughter, to stay the night in a traditional stone kulla house of the type their father must have been familiar with. Luckily we knew just the place - our friend Luli has single-handedly restored his family kulla near the mining town of Bulqize.

Rruga e Arbërit është rrugë në ndërtim e sipër e cila do të lidhë Tiranën me Dibrën në Maqedoni me një gjatësi prej rreth 75 kilometra. Ky aks rrugor që shkurton distancën mes Tiranës dhe Dibrës parashikohet të përfundojë i gjithi në 2021. Ky afat është vendosur në Strategjinë e Transportit nga Ministria e Punëve Publike, dokument ky i miratuar në fillim të shtatorit 2008 nga Këshilli i Ministrave. Rruga që e ka origjinën nga Periudha Romake, do të kalojë në 10 zona dhe do të shkurtojë me rreth 70 kilometra rrugën e sotme nga Burreli. Ky variant u shmanget në mënyrë të ndjeshme lartësive mbi 900 metra mbi nivelin e detit si dhe është varianti me kushte më të mira gjeologo-inxhinierike e hidrologjike. Pritet përfundimi i saj në pranverën e vitit 2021 pas premtimit në zgjedhjet lokale të 2019 nga kryeministri i Shqipërisë z.Edi Rama se në zgjedhjet e përgjithshme të ardhshme në Dibër do të vinte nga Rruga r Arbrit. Zgjedhjet e ardhshme të përgjithshme jan në prill të vitit 2021 që nënkupton se në mars 2021 Rruga e Arbrit do të jetë gati për çeljen e fushatës elektorale.

It is located in the south-western part of the Balkan peninsula, bordered by Montenegro to the northwest, Kosovo to the northeast, the Republic of Macedonia to the east, and Greece to the south and southeast.
The territory of Albania was conquered by the Ottoman Empire in the 15th century, of which it remained part of for the next five centuries. After the collapse of the Ottoman Empire in Europe, following the Balkan Wars, Albania declared its independence in 1912 and was recognized the following year. The Kingdom of Albania was invaded by Italy in 1939, which formed Greater Albania, before becoming a Nazi German protectorate in 1943. In 1991, the Socialist Republic was dissolved and the Republic of Albania was established.
Albania is a democratic and developing country with an upper-middle income economy. The service sector dominates the country's economy, followed by the industrial and agriculture sector Following the collapse of communism in 1990, Albania went through a process of transition from a centralized economy to a market-based economy. Albania has a high HDI and is ranked thirty-seventh in the world for life expectancy. It provides universal health care and free primary and secondary education to its citizens.

Mijëra vjet më parë, në trevën e Rubikut thonë se ndryshku i kuq shfaroste njerëzit, mbyste bagëtitë dhe dëmtonte të mbjellat. Ishte hyjnesha Robiko, ajo që i shpëtoi banorët nga kjo murtajë e kuqe.
Tash, ritualisht, çdo pranverë, banorët e kësaj zone festojnë ditën e Shelbuemit. Presin një ka, një dash dhe i nxjerrin njeri-tjetrit verë të kuqe, për të kujtuar hyjneshën Robiko.
Dhe jo rastësisht, edhe emri Rubik i këtij vendbanimi, e ka origjinën pikërisht nga kjo perëndeshë e lashtë pagane.
Majë një shkëmbi të bardhë, prej gati 900 vjetësh, banorët vendas ndërtuan një prej kishave më të mëdha të asaj kohe. E pagëzuan me emrin Shelbuem, duke i dhënë emrin e festës, në përkujtim të hyjneshës. Edhe kisha ka legjendën e saj.
Rrënojat e vjetra të kolegjit të dikurshëm françeskan pranë kësaj kishe, ekspozojnë dhimbshëm indiferencën tonë ndaj objekteve të trashëgimisë kulturore. Bëhet fjalë për objekte dhe treva, ku historia risjell në kujtesë, pjesë të identitetit dhe ndërgjegjes sonë kombëtare.
Rubiku hyri në histori për kuvendin e mirënjohur benediktin, deri në gjysmën e dytë të shekullit që lamë pas, ku emri i këtij qyteti u lidh me nxjerrjen dhe përpunimin e bakrit.
Mbi qytetin e vjetër u ndërtua qyteti i ri i minatorëve, metalurgëve dhe gjeologëve. Të parët që zunë vend këtu qenë minatorët, në vitet `30-të, kur nisën punimet në minierën e bakrit prej një firme italiane. Më pas, aty u ndërtua Uzina e Përpunimit të Bakrit, që siç pohojnë specialistët e industrisë, ishte njëra ndër katër më të zgjedhurat në Evropë.
Njëra prej fabrikave të kësaj uzine prodhonte ar. Fatkeqësisht, sot, kjo uzinë nuk është gjë tjetër veçse një varrezë hekurishtesh edhe pse oxhakët e saj akoma të impresionojnë. Përballë saj hodhi shtat qyteti i Rubikut, i cili rritej bashkë me zhvillimin industrial.
