Foi elevada a cidade a 9 de dezembro de 2004, devido maioritariamente aos recursos e história das freguesias vizinhas (Hospital Visconde de Salreu, Casa Museu Egas Moniz em Avanca, Hotel em Beduído, Fauna e Flora em Canelas e Salreu), sendo a única localidade do município com essa categoria.
